摘要：

This article aims to present an analysis of the role and concepts attributed to Science, the Technology and Innovation (ST& I), in relation to social inclusion and human development, the "National Strategy for Science, Technology and Innovation (NSSTI) 2012-2015". Nevertheless, the results obtained by the technique of content analysis revealed that the NSSTI shows a mistaken conception of scientific and technological development, giving you the ability and responsibility to promote itself, social inclusion and human development. As the approach Science, Technology and Society (STS) understands the need for balance between these three elements, this was the theory that parameterized analysis.
