摘要：

This article used the recent tax rebate policy in Hainan, China, as an example to illustrate how a typical tourism policy was initiated, administered, and practiced in Mainland China. The discussion and analysis reflect the characteristics of the dynamics of contemporary Chinese tourism policies at large, which are centrally coordinated in policy agenda setting, multi-bureaucratic in policy elaboration, and incremental in policy decisions.
