TRANSBORDER DATA FLOW - USER RESPONSIBILITIES AND OBLIGATIONS IN THE NEW TELECOMMUNICATION ENVIRONMENT

The author focuses on the attributes of the new telecommunication environment, describes a model for macro information network policy, and applies it in the context of several contemporary policy considerations.
