摘要
The Rwandan genocide has raised questions on the most effective means to provide justice in a post-genocide scenario. The 'Gacaca' courts set up in Rwanda, dispensing a form of local justice, is one means of post-genocide justice delivery which has been explored in the Rwandan context. This paper, apart from providing a descriptive account of the Gacaca system, seeks to evaluate this mechanism both in theory and in practice while analyzing the arguments for and against such a system.
