摘要
Political life is developed through an interplay between a number of institutional offers and various demands, in this case social, which enter the public agenda on a daily basis. From this starting point, the solutions brought forward by the state and its various agencies to the problems of the community, respond to a process in which multiple actors converge, generating different stages in the literature of public policy. Based on the above, this document aims to analyze public policy of school breakfasts in the city of Cali, in the 2003 - 2010 period, from the perspective of the systemic (Eastonian) approach, without leaving aside the theoretical public policy framework; it frames the process raised in local government as a political system that receives inputs from the extrasocietal environment, and the demands that it generates in the intrasocietal environment from the resulting output, and it is efficient, effective and helps reduce dropout and failure rates while increasing attendance, retention and academic performance; it responds to the social welfare of students of the official sector of the city of Cali.
