摘要：

The European Union has promoted the parity democracy in several Declarations and Resolutions, considering that the infra-representation of women in decision making supposes a deficit of citizenship that affects the democratic system. However, the European constitutional process has been affected by so structural deficit of citizenship that has supposed a failure for the conquest of parity democracy in Europe, as paradigmatically shows the Treaty establishing a Constitution for Europe.
