Understanding information systems offshore outsourcing

Information Systems Offshore Outsourcing - that consists in the contracting of part or all of a company's Information Technologies functions to a provider based in a foraign country - is experiencing an increase hurried in the last years. Some forecasts show that the 25 % of jobs related with Information Technologies will be moved from developed countries to new areas in 2010. The objective of the present paper is to deepen in the analisys of the Offshore Outsourcing, proposing a necessary outline to adop this decision. A conclusion is that it's risky to only keep in mind saving cost; it must be considered quality, technical infrastructure and the human resources, when facing this decision.
