We're Not Home: Tibetan Refugees in India in the Twenty-First Century

摘要
India is a place of refuge for more than 100,000 Tibetans in exile, but is it home? We analyze the documentation, bureaucracies and technologies of the state to see how both the Government of India and the Tibetan Government in exile have maintained the refugee status for these exiles for nearly a half century. We discuss the controversies, complexities and stakes of remaining stateless in an increasingly globalized world. In addition, this contribution seeks to explicate the complex dynamics of "home" and "belonging" within India. We examine the patriotism and nationalism demonstrated by Tibetan refugees for their various "homes," and look carefully at the types of networks, relationships and boundaries built between Tibetan refugees and Indians.
