摘要
Changes in the structure of the international division of labour result in changes in patterns and policy of migration. The demand for labour, which first was connected with the expansion of the production, was transformed into a ''relative'' labour shortage. Workers socially and politically integrated in fordistic regulations complied no longer with the demands of the more and more polarized labour market in the 80s and 90s. The result was the expansion of the employment of foreigners. Regarding the mobilization of the migrants, the efforts of the industrial countries to tear people away from their traditional environment became largely unnecessary. At the end of the 80s the regulation of the employment of foreigners is characterized by restrictive changes, which are due to the growing migration pressure as well as to the efforts of foreigners in Austria to integrate themselves into society.
