For Europe-wide and worldwide success, new telecommunication system standards must be developed by bringing together the industry's best technical expertise, and the operational and commercial skills and knowledge of the network operators. This article outlines how this has been achieved for the Global System for Mobile Communications (GSM), and how GSM now forms a key element for the converging mobile and fixed networks.
