摘要
Over the last decade, the international cooperation system has seen the arrival of new forms of aid. A favourable context has contributed to the increasing participation of new actors in the development field, notably what are known as the "emerging powers". One of them, Brazil, has been steadily assuming the obligations deriving from its growing participation on the global stage by making significant contributions to international development. Brazil's cooperation has risen quantitatively as well as qualitatively. The governments of Lula and, currently, of Dilma Rousseff have given strong support to international cooperation as a key "soft power" element of their foreign policy.
