E-GOVERNMENT, PARTICIPATION AND TRANSPARENCY OF MANAGEMENT

摘要
This article results from a research aimed at localizing the websites of Brazilian municipalities that are obliged to have a master plan, and if they put this plan in those sites. By the Brazilian Constitution and Law 10.257, of July, 10, 2001, from the 5.563 municipalities Brazil has, 1.633 of them are under that obligation. The plans must be made with substantial and free participation of the inhabitants of the municipality. All the means favouring that should be used. The research was constructed under the idea that only when the citizens are reasonably informed they can participate of the municipality administration, know their rights and duties and exercise citizenship. The results showed reduced visibility of those plans in the Web. Some of the regions of the country, and inside them some states, are distinguished, because they present not a much low percentage of Internet use to popularize their master plan.
