Notes on democracy, democratic governance and municipal governance in Bolivia

Governability and governance are two relatively new terms in the Bolivian political context, their meaning have been and is object of constant debates and one of its more important scopes of application is, from the establishment of the decentralization policies, definitively the municipal level. The municipality and its government are constituted today in the territorial, political and administrative level in charge to canalize an important percentage of the national public investment, emerging in addition like a political space that has allowed to the re-sizing of the relations between the State in its local manifestation and the Civil Society, in the perspective of a greater deepening of the democracy.
