This artide studies some strategic issues on the. implementation of structural relbrins to public utilities in Colombia, established on the law 142 of 1994. The reform was held on a context of political debate where the balance favored a technocratic definition of the law. This means that local governments have been excluded from strategic decisions and that the model is characterized by its rigidity. There have been very diverse, and probably divergent, impacts coming from the implementation of this reform on sectors as drinking water, electricity, and telecommunications, Such as investments, coverage, quality, prices, and the basic characteristics of companies. This article argues that better results arc positively related with a flexible implementation of the model and negatively related with a rigid one.
