摘要：
The purpose of the paper is to determine the legal nature of decision on concession. Thus, the paper begins with an outline of the decision-making procedure concerning concession, followed by the presentation of the opposite opinions on the legal nature of decision on concession. In support of the thesis that a decision on concession is an administrative act, the author analyses legal characteristics of administrative acts and applies the theory of administrative act in cases of decisions on concession in the Croatian legal practice. Finally, the author tries to determine to which type of legal regulation decisions on concession belong, and highlights several essential issues connected with the practice of concession-related decision-making in Croatia.
