摘要：
The purpose of this brief paper is to take some preliminary steps in developing an analytic framework that is able to help us scrutinize public-private partnership both as a general idea, and as specific, concrete proposals. Therefore the text begins with a short case to illustrate the general problem, and then develops an analytic framework to help the public sector learn how to perform its due diligence responsibilities a bit more effectively.
