Implementation of the National Mental Health Protection Programme and the availability of psychiatric care

Background. In 2015, the period for implementation of the National Mental Health Protection Programme and Regional Mental Health Protection Programme for the West Pomeranian Voivodship is coming to an end (2011-2015). Objectives. Analysis of influence of the establishment of the National Mental Health Protection Programme on the availability of psychiatric care in the West Pomeranian Voivodship. Material and methods. Data obtained from the National Health Fund, and opinions of psychiatric healthcare providers were studied. The chosen methods were: analysis of documents, and a diagnostic survey. Results. In 2011, a contract for providing psychiatric care was concluded, for a total amount of PLN 75,359,624.44, in 2015 - PLN 81,598,146.62. In comparison with 2011, in 2015 the number of alcohol dependency and co-dependency treatment clinics, environmental treatment teams and psychiatric rehabilitation units increased. In 2012, the waiting time in ambulatory facilities was up to 1 month long in 17 facilities (out of 22), and in 2015 - in 15 facilities. In 2012, in inpatient care and 24/7 care facilities, the waiting time was up to 1 month in 2 facilities (out of 5), and in 2015 - in 4 facilities. Conclusions. 1. In the analysed period, the amount of financial expenses for psychiatric care in West Pomeranian Voivodship has increased. 2. In 2015, as compared to 2011, the number of various forms of care for people with mental disorders decreased. 3. In 2015, no significant reduction of waiting time for psychiatric care was noted, as compared to 2012.
