摘要：
We describe conceptually an economic model of demand for research vessel (RV) services, as determined by a production function for marine data collection and research. This model provides a useful context for the discussion of several problems facing RV fleet planners. We address two such problems in this paper: likely changes and uncertainty in future demand for RVs, and efficiency-distorting effects of budgeting and accounting procedures.
