The development of European Union regulatory policy is traced from its recent origins in the 1992-93 review of the telecommunications services sector, supported by the even more recent political impetus provided by the report of the Bangemann Group, The way in which this policy takes account of the special needs and areas of concern of the peripheral countries is then addressed. The paper concludes with a description of the future approach to EU policy development based on notions relating to mobile communications, infrastructure, interconnection and universal service,
