Globalization: entelechy or competitiveness strategy

This essay tries to make a comparative analysis of the processes of economic integration that has occurred in Latin America, more specifically, in the southern cone of the continent versus the process of integration that has been brewing in Europe after the Second World War with the aim of giving a look at little or relative success that the process has had on the American continent and the strong and forceful success of European countries as international competitive strategy. Perhaps the name may seem strange, but I think the relativity of the process has been presented, precisely because of a lack of international strategies for the joint public policy in the countries that make up the integration groups that have been brewing in the area since U.S. something more than fifty years, which can also pose as the high degree of dependence on cone peoples of southern regard to the United States of America and organizations established in the Bretton Woods Conference (International Monetary Fund IMF), Inter for Reconstruction and Development (IBRD) and International Development Association (IDA), under the pretext that they would support institutions and asesorais aimed at contributing to the New International Economic Order (NIEO), but basically has had to contribute back to the Economic Order in countries that were in economic difficulties. What is observed in these countries, six decades later, roughly, is that the process remains of domination rather than contributing to retake the order, despite the many efforts being made to build economic integration process.
