摘要：

This article attempts to contribute some elements of discussion about governance and its relationship to democratic legitimacy. To do this, first, we review the concept of governance, taking into account contemporary debates and their respective contributions. Secondly, it addresses the concept of networks and their relationship to governance. Finally, we review the contribution and risks involved in this new institutional complexity facing democratic legitimacy. Aspects such as citizen participation, accountability and transparency, will be considered for this analysis.
