Leisure and tourism promote improvements in the quality of life, since they foster social, cultural and economic development, also being important educational tools. That is why it becomes necessary the creation of public policies concerned to the question of the free time. These policies should bring closer civil society and public managers, as well the several organs that belong to the state administration. Therefore the objective of this paper is to analyze how leisure is understood by public managers connected in this area, in the city of Alem Paraiba (MG). Additionally we have identified the perception of these agents concerning the training of frames to activities in leisure field. The methodological procedures used in this investigation were based on interviews, bibliographical references research and a brief documentary research. Owing to the particularities that permeate the process of projects creation and municipal actions to increase leisure, we can see that the results in Alem Paraiba reveal that the lack of manager's training and the failure of integration between secretariat's subfolders difficult the creation of leisure public politics able to engage leisure's cultural contents reducing the diversification of activities offered to population connected to the free time.
