摘要：
The authors describe and analyze the process and results of the Pennsylvania Rural Counties Human Services Project, which was designed to explore structural solutions to the continuing problems related to managerial efficiency and service accessibility. As an outcome of this participatory action research study, alternative organizational models for the delivery of public personal social services at the county level are proposed.
