INNOVATION BARRIERS ON THE WAY FROM THE PLANNED TO THE MARKET-ECONOMY - THE MANAGEMENT OF NONROUTINE PROCESSES

This paper takes an overview of the transition from the planned to the market economy in the successor states of the former Soviet Union and the Eastern Bloc, and provides a critique of the approaches of Western European governments and agencies. The author proposes ways of stimulating development that rely on human qualification potential and overcoming barriers to innovation. Innovation in products, processes and organizations is seen as the key to a successful transition to a market-led economy.
