摘要：

Despite the fact that the staff of the legislative bodies do not have their own public authority, and their activities largely determine the decisions of legislative bodies of state power. The article discusses the functions performed by the apparatuses of legislative (representative) bodies of state power of subjects of the Russian Federation and questions of consolidation of the legal status of these bodies in the legislation of constituent entities of the Russian Federation.
