Major changes in the international system in the context of the war on terror have irrevocably changed the character of the transatlantic relationship in general and NATO's war fighting role in particular. There will be no return to the multilateralism of old therefore; however, this does not mean that a new partnership cannot be established between the United States and Europe in the future. © 2004 Palgrave Macmillan Ltd.
