摘要：

The problem on stress concentration near a semi-infinite cylindrical crack in an infinite elastic medium loaded by a center of rotation is solved exactly. The moment of the center of rotation varies harmonically in time. A formula for the stress intensity factor is derived based on the exact solution. The results of calculation are plotted
