Possibilities for Improving the System of Calculated Monitoring of Anthropogenic Emissions of Greenhouse Gases and Black Carbon on the Territory of the Russian Federation

Abstract—: Improvements in the calculated monitoring system (CMS) of anthropogenic emissions of greenhouse gases (GHG) and black carbon (BC) in the Russian Federation are carried out in three main areas: identification of gaps in the statistical information necessary for estimating emissions; development of updated national coefficients for certain source categories; automation and digitalization of monitoring data. The detailed statistical information missing in the monitoring system determines the accuracy of estimates for more than 80% of total GHG emissions and almost 30% of GHG removals. The coefficients planned to be developed for estimating emissions from key categories until 2024 will make it possible to clarify more than 30% of total net emissions in Russia. Subject to successful digitalization, the Russian CRM of anthropogenic GHG flows can take the leading positions in the world in terms of the quality of the data provided. The country is creating an integrated system of emissions and atmospheric transport of BC, which includes subsystems of calculated monitoring of BC emissions on the territory of Russia and neighboring countries, model assessment of atmospheric transport and impact on the Arctic region. The improved CMS of anthropogenic GHG and BC fluxes is the central element of the most important innovative project of national importance to create a unified monitoring system for climate-active substances and the basis for planning measures to reduce emissions and increase GHG removals and evaluate their effectiveness. © 2023, Pleiades Publishing, Ltd.
