Role of Local Government in the Development of Rural Public Affairs in China

The development of rural public affairs concerns improvement of basic life quality and realization of common interests of rural residents, which is of a great significance to shorten urban-rural gap and realize social justice. From the perspective of responsible government and starting,with analysis on change of local government's role in the development process of China's rural public affairs, this paper makes a in-depth analysis on some problems (e.g. the current local government's inadequate investment in management of rural public affairs; huge conflict between supply and demand; imbalance in layout and development; lag-behind reform in management mechanisms, etc.); and then proposes to establish and perfect fund assurance mechanism for the development of rural public affairs, to improve the political participation of farmers, to perfect the platform for rural public services, to build a new management model of rural public affairs, and finally to establish modern public affairs management institution with balanced urban-rural integration development.
