From a social problem to labor that does not cooperate with capital: the regulation of domestic service during the context of the creation of Brazilian social legislation

摘要
The objective of this article is to recover debates, projects and measures for the regulation of paid domestic work in the context of the elaboration of Brazilian labor laws during the so-called "Vargas Era" (1930-1945). The hypothesis that guides the analysis, which is based on primary sources from the press and legislative documents, is that despite the existence of a favorable scenario for the construction of laws that guaranteed certain rights to salaried urban workers, the domestic workers were placed on the sidelines of this process, being excluded from social legislation. As a result, domestic service continued to be the target of its own regulation, characterized by policies of social control, of a police and sanitary nature, defended since the end of the 19th century, especially in the then capital of the country, the city of Rio de Janeiro, but whose principles and justifications were, from the 1930s on, redefined as a result of the consolidation of capitalism in Brazil.
