摘要：

This paper held that development of circular economy is a big systemic project, and environmental impact assessment which possesses a series of characteristics can make it to be an effective tool and mean for implementing the concept of circular economy. Integrating the concept of circular economy into environmental impact assessment will not only promote the implementation of the concept of circular economy, but also enhance the effectiveness of environmental impact assessment, and then promote the construction of ecological civilization. Given the special status of the indicators in planning environmental impact assessment, the paper puts forward environmental impact assessment indicators which combine the concept of cycling economy for industrial planning.
