摘要
The purpose of this paper is to find measures to guide network public opinion towards the direction of mass incidents which is beneficial to solve. In this paper, the author analyzed the characteristic of the network public opinion of mass incidents, and analyzed the reasons for development of network public opinion and the cause of the out of control. At last, the author summarized some strategies to guide network public opinion of mass incidents, which include four ways that are the mainstream media set agenda, media opinion leaders guide network public opinion, government legislates and supervises network, internet users promote their media literacy.
