Fifteen years of democratic legislation on military and defense themes (1983-1998)

This article describes the performance of a Argentina parliament in the reformulation of National Defense parametersand, within the framework, of the military's institutional reinsertion, an analysis is made of the main pieces of the legislation passed including: (i) the institutional review of crimes committed by uniformed military during the repression undertaken by the military regime and; (ii) the reformation of national defense institutional bases and the reinsertion -and reorganization- of the military at an organizational and funtional level. Such legislative process has created a basic consensus on defense and security, i.e. a general inter-party and majority consensus resulting from a number of agreements attained and executed between the sucessive democratic governments and main opposition forces regarding the fundamental aspects of National Defense and the Military.
