Exploration on Application Reform of Project Budget Quota in China

This paper first analyzed the problems existing in budget quota of Chinese construction project and gave some examples of typical situations. It expounded the adverse effects of these problems on the healthy development of Chinese construction industry from three aspects of society, system and economy. In view of the question "whether is national quota necessary to exist?" with much controversy in recent years, the article put forward the unique view and explored the reform of budget quota of Chinese construction project. For Chinese construction project budget quota reform, this paper proposed some suggestions on distinguishing the use of objects, canceling industry quota, verifying special items, respecting regional differences and breaking down objective factors and improving the frequency of correction work.
