摘要：

The development of SMEs have an important impact on the national economy. The community has been concerned how to get out of financial crisis and access to rebirth for SMEs. This paper presents three points: first, the government's macro-control; secondly, the SMEs' micro-practice; and finally the government and SMEs to create industrial clusters together.
