Management of urban solid wastes in the metropolitan area of Buenos Aires City

The management of urban solid wastes is an intrinsical and undelegable responsibility of municipalities. The creation of CEAMSE (Ecological Coordination of the Metropolitan Area, Society of the State) is the immediate consequence of that responsibility and it has become and inedited experience of shared jurisdiction, in the frame of civil law, between the Province of Buenos Aims and the Municipality of the City of Buenos Aims (Capital of Argentine Republic), as shareholders. In this work we have developed the juridical traits of CEAMSE and its principal achievements in the final disposal of urban solid wastes, methods that have been applied, cost prices and statistics. The appropriate management of garbage seems to be one of the most relevant environmental issues for the supportable development of every country in the world. According with this statement, the accomplishment of this task follows the recommendations of Chapter 21 from Memorandum 21 of Rio Summit '92. We detail programs concerning: a) Strict reduction of wastes. b) Enlargement of reuse and recycle, c)Disposal and treatments environmentally adequated, d) Broadening of the ranges of service.
