摘要
The primary objective of the drafters of the Constitution should be the drafting of a real constitution that takes into account the actual social reality of a country, its real development objectives, the report of the social forces and ensure its implementation in practice. The makers of the constitution on the occasion of the drafting of each article of the constitution should think how it complies with reality, and whether it can be implemented in practice. To devise a realistic and functional constitution means being honest with the citizens and the public. Modern constitution does not allow political demagogy of political tendencies, it should express the people's legitimate aspirations and its needs for the rule of law, democratic, economic prosperity and public welfare. Makers often receive instructions to draft a realistic-pragmatic constitution. Besides covering existing realities they often provide a vision for the future of the state and present a guide that wants the state to move towards the future. In this case makers not only in the preamble (which is typical for visionary approach), but also in the normative part can regulate the direction of the development of the country's future.
