Ecological compensation system and manage countermeasures for coal-fired power plants in China

摘要
The coal-fired power plants (CFPPs) will become the dominant utilization type of coal in China in the future. The construction and development of CFPPs not only assure the security and sustainability of Chinese energy industry, but also play an important role for practice ecological civilization. However, they also could cause many ecological environment problems, such as destruction of land resources, vegetation deterioration, atmospheric and aquatic pollutions, geological disasters, health of residents etc. So, it is very important for the implementation of ecological compensation at the same time of construction and development of CFPPs. The system framework of ecological compensation was built in this study, based on case of Xilingol CFPPs, Inner Mongolia, China. The definition and connotation of the subject of ecological compensation, relationship of stakeholders and standard of compensation were explained for carrying out ecological compensation of CFPPs smoothly. The existing problems and mange countermeasures for ecological compensation of Xilingol CFPPs were discussed to validating and optimizing the system.
