Market liberalisation and regulation in Hungary's telecommunications sector

Hungary's market liberalisation and regulatory reform presents a timely opportunity to install best practice pro-competitive regulatory principles. There are signs, however, that in some areas, the rhetoric of reform has not been backed up by decisions made by government. This paper examines these problems and avenues for addressing them. A further objective of the paper is to indicate a framework for the regular and systematic assessment of regulatory effects that is crucial for assisting effective regulatory reform.
