The 1821 laws and their implications in the political and electoral dynamics in the rural towns of Buenos Aires

摘要
The laws enacted form 1821 established the institutional engineering of Buenos Aires Province. The purpose of these laws was to reform the situation of corporations and modify the political, economic, social and territorial characteristics of the autonomous Province. For these rural towns, sonic of the reforms, such as the elimination of town councils, the creation of the Peace Courts, and the election law, meant deep changes on relation to the political and electoral dynamics developed during the revolutionary decade. The aim of this article is to evidence, analyse and relate the modifications caused by chose reforms. In order to achieve our goal and envisage the implications of the reforms, a comparison will be done between the characteristics during the revolutionary decade and the next. In this comparative analysis, we will take into consideration some meaningful variables like the competition in elections and their winners, the electoral participation, the role of the local authorities, the understanding about political representation and the subject of sovereign imputation. This comparison will allow us to consider the changes involved in the political and electoral dynamics, the relationship between the rural towns and the central power of the Province due to the reforms.
