EXTERNAL BORROWINGS STRATEGIES FOR ECONOMIC DEVELOPMENT IN EASTERN EUROPE IN THE CRISIS OF THE GLOBAL MARKET

The study analyzes effectivestrategies for external borrowings for EasternEuropeancountriesin the globalfinancial marketon the basis ofcomparativeevaluation, selection and optimization offinancing sources, development of macroeconomicmeasures of statemanagement. The study offers to identify patterns and modern features of accumulation and redistribution of external financial sources, to conduct comparative analysis of the sources of external financing for Eastern European countries economics and to improve approaches to the management of external debt during the crisis. Comparative analysis of external financing sources for economy of Eastern European countries based on the quantitative and qualitative criteria have been carried out. The competitive position of Eastern European countries as a borrower in the global financial market has been specified. The work proposes the identification of determinants of the effective use of external financial resources in the context of structural and technological renewal of the economy of Eastern European countries. The necessity of external debt management system in a permanent crisis conditions has been proved.
