摘要：
This article is discussion of the theory literature on network governance of regional common resources. Based on comparative analysis, we pointed that network forms in developed countries didn't have construction conditions in developing countries. We should build a complex forms combine NLO and NAO, with internal and external brokers. Only do this, network governance could improve efficiency and effectiveness.
