摘要：

This article mainly analyzes the developing strengths, weaknesses, opportunities and threats of service outsourcing in Shanghai in recent years. On the basis of the analyses, the policy recommendations of Shanghai service outsourcing development can be put forward in order to provide a reference to the government.
