The first attempt to create a unified industrial basis of developments and supply of application packages (AP) in the USSR was undertaken in the SCB of the Kazan Computer Factory (KCF) in 1975. The initiative to create this area of work belongs to the deputy head of the SCB I.A. Kornienko, who as part of the SCB organized a specialized department of applied programs number 12.
