摘要：
Based on the international index system of evaluating the social development of a city, this article puts forward the state-owned forest tenure reform evaluation index system, and points out that the state-owned forest tenure reform evaluation index system is the important basis of examining the political achievements. The index system to economic, ecological and social benefits for the design basis, bases on the economic efficiency index, ecological efficiency index, and social benefit index, and covers 18 indexes.
