摘要
Aim at the strategic goal of building an innovation-oriented society, the environment factors that effect on the formation of endogenic innovation are analyzed. Combining the development history of Sci-Tech, the impact of policies and the material conditions on endogenic innovation is researched. Based on the biological evolution game theory, the innovation motivation and evolutionary conditions chosen by enterprises and the synergy of government, enterprises and social in innovation environment are studied. According to evolutionary stable principle, the government's scientific guidance can lead to a well development and create a good atmosphere for endogenic innovation with the establishment of endogenic innovation environment.
