摘要
Science and technology are dominant factors and power in modem society. Science and technology are more and more inosculate and infiltrate, and occur and being a trend of integrative situation. In 1990s Science and Technology Studies (STS) occurred and refounded the wheel, then start its new development. In our country studies on this subject have new development and new framework of object and system. During the semicentennial development of technology assessment (TA) theory and practice, TA gradual forms a mature system and plays an important role. But some problems, developments and changes in theory and practice press on the theory of TA, and many scholars begin to rethink the theory, method and technique of TA. The theory of science and technology assessment should refounded and development based on the existent and mature TA and management of science theory. This paper review theories and studies of STS and TA then indicate the new contents and development of science and technology assessment theory. Science and technology (include social technology) should be the content of science and technology assessment theory, and future-oriented assessment and management is the tropism, also should recognize various forces and integrate methods of science and technology management.
