Lecture and analysis of the French decree 2016-1074 on protection of workers against risks due to electromagnetic fields exposure. Application to magnetic resonance imaging

The 2016-1074 French decree, which details the rules and recommendations ensuring the workers safety regarding the exposure to the ElectroMagnetic Fields (EMF), has been published in August 2016 and is applicable since January 2017. This decree is the transcription of the European 2013/35/EU directive. All employers with workers possibly exposed to EMF are affected by it, with the enforcement of specific safety rules, and a mandatory risk evaluation. Research and clinical units equipped with a Magnetic Resonance Imaging (MRI) scanner are particularly affected. This imaging system is indeed creating high energy EMF, capable to expose technicians to levels above the limits defined by the directive and decree. An entire section of the decree is devoted to the MRI case. The present paper proposes a detailed analysis of the decree, with its implications on the employers. An emphasis is then placed on structures or units with an MRI scanner.
