Universities are important strength in national innovation system. The paper analyzes the problems and reasons in the transformation of scientific and technological achievements of the universities and colleges in Jilin Province, and proposes that conceptive problem is the profound reason. Hereby, it suggests the ways for the concept innovation in the transformation of scientific and technological achievements.
