摘要：

The work considers the criminal practice county courts of late 19th and early 20th centuries on materials of Sychevsky County of Smolensk Province. Used a set of homogeneous sources.(documentation county courts) reflecting the activity of county courts after the law of 1889. Emphasis is placed on the value of the arrest in the system of criminal sanctions in terms of the idea of humanization of punishment and county courts values in everyday life.
